"Limited by home load"

We have noticed several occasions where scheduled charging occurs at a lower rate than usual. I now also notice this is accompanied by a message:
“Limited by home load”
Does this mean that we are limited by the supply to our house and the other appliances we have on in the house?

I’ve noticed a few others with this issue. Here is the graph from a recent Scheduled charge session.
